    To add to your thoughts, Article 1 section 8 clause 17 spells it out, the government cannot own land except for a military bases or outpost and post offices including the ten square miles of DC. And once a territory becomes a state the federal government has no claim to that land as it becomes a sovereign nation with in the boundaries of the US. Collective counties create the state and the collective states form the government, they answer to us not the other way around as they would have you believe.
